According to the CLCV association (Consumption, Housing and Living Environment), 37% of ads in Paris and Seine-Saint-Denis exceed the rent ceiling. This is more than last year.
This is a step backwards for tenants’ rights. In 2024, 37% of rental property ads fail to comply with rent controls in Paris and Seine-Saint-Denis, according to a study by the consumer association CLCV on 1,800 advertisements. In 2023, the rate of illegal advertisements was 31%.
According to the association, 29% of advertisements in Paris are non-compliant. The situation is much worse in Seine-Saint-Denis, where the rate of non-compliance reaches 47%.
“It is intolerable that, several years after its implementation, rent control is still not being applied on a massive scale”, the CLCV is indignant.
The association notes improved compliance rent control for unfurnished rental accommodation (30% non-compliance compared to 44% for furnished rentals). Similarly, professionals comply with this system more than private individuals since 30% and 43% respectively offer rents above the maximum authorized.

For illegal ads, on average, the tenant is charged an additional monthly fee of almost 159 euros, or 1,908 euros per year. And some owners do not hesitate to go much further. Thus, the association cites the example of a 20 m2 studio rented for 1,300 euros when it could not exceed 642.50 euros, a difference of 7,890 euros per year.
Despite the establishment of a reporting platform of the city of Paris, the CLCV “regrets that there are no systematic sanctions in case of violation of rent control”. The association also believes that “given the abuses observed, it is essential to perpetuate rent control once and for all”.

Study conducted from ads published on the Internet between December 2023 and August 2024. A total of 1,800 ads were taken into consideration, 1,000 for Paris, 400 for Plaine Commune and 400 for Est Ensemble. These ads were randomly selected from the following 7 sites: bienici.com, Century21.com, citya.com, foncia.com, leboncoin.fr, pap.fr and seloger.com.
